The striped flag is a stamp and yup, there is a framelit to cut it out!  The set is called Hearts a Flutter and it has 5 heart images and 3 different flag images.  There is a matching set of framelit dies.  You can purchase the products seperately but if you purchase the bundle you will save 15%.  Bundling is a very good thing indeed.   This set makes it so easy to make little banners.  Yes, that is a warning i see a lot of banner cards in the future.
